Scholarship For Service (SFS) is a unique program designed to increase and strengthen the cadre of federal information assurance professionals that protect the government's critical information infrastructure. This program provides scholarships that fully fund the typical costs that students pay for books, tuition, and room and board while attending an approved institution of higher learning. Additionally, participants receive stipends of up to $8,000 for undergraduate and $12,000 for graduate students. The scholarships are funded through grants awarded by the National Science Foundation NSF.

Every year, tens of billions of Pentagon dollars go missing. The money vanishes not because of fraud, waste or abuse, but because U.S. military planners have appropriated it to secretly develop advanced weapons and fund clandestine operations. Next year, this so-called black budget will be even larger than it was in the Cold War days of1987, when the leading black-budget watchdog, the Center for Strategic and Budgetary Assessments (CSBA), began gathering reliable estimates. The current total is staggering: $58 billion—enough to pay for two complete Manhattan Projects.

Where does the money go? Tracking the black budget has always been a challenge. Constantly shifting project names that seem to be randomly generated by computers—Tractor Cage, Tractor Card, Tractor Dirt, Tractor Hike and Tractor Hip are all real examples—make linking dollar amounts to technologies impossible for outsiders. But there are clues.

According to Todd Harrison, an analyst at the CSBA, the allocations for classified operations in the 2011 federal budget include $19.4 billion for research and development across all four branches of the military (funding for the CIA, including its drone strikes in Afghanistan and Pakistan, is contained within the Defense Department black budget), another $16.9 billion for procurement, and $14.6 billion for "operations and maintenance." This latter category, Harrison notes, has been expanding quickly. This may suggest that many classified technologies are now moving from the laboratory to the battlefield.

In fact, the rise in classified defense spending accompanies a fundamental change in American military strategy. After the attacks of September 11, the Pentagon began a shift away from its late Cold War–era "two-war strategy," premised on maintaining the ability to conduct two major military operations simultaneously, and began to focus instead on irregular warfare against individuals and groups. That strategic shift most likely coincides with an investment shift, away from technology that enables large-scale, possibly nuclear, war against superpower states and toward technology that helps military planners hunt and kill individuals. Each branch of the military uses different language to describe this process. Pentagon officials have spoken openly about their desire to use advanced technology to "reduce sensor-to-shooter time" in situations involving "time-sensitive targets." The head of U.S. Special Operations Command talks about "high-tech manhunting," while Air Force officials describe plans to compress the "kill chain."

Like its contemporary, Canabalt, The Incident is a game that knows exactly what it is -- and is not -- and plays to those strengths to a T. The basic premise of this iPhone title is simple enough, and in that simplicity (as with many great games) lies its power. You are Frank Solway, a lone man involved in a day that has gone completely out of whack -- namely, objects have begun falling from the sky, and you need to get out of the way. That's it. That's the whole game. You dash and jump while all manner of items come hurtling towards you from above; Mini Coopers, Ikea bookshelves, bikes, fences, arcade cabinets... really just about anything you can think of. Your goal is to avoid what's coming next (teased by a flashing white strip along the top of the screen), grab the variety of power-ups that happen by, and keep getting as high as you can to reach checkpoints. It's amazingly fun, and the charm of the game is doubled by developer Big Bucket's use of retro, 8-bit graphics along with a pitch-perfect chiptune soundtrack. The effect is terrific, blending the best of what we love from our NES years with the kind of gaming that's perfectly suited to a mobile device. iPhone 101: How to Tether Your iPhone 4. I just set this up. It really works...

With the release of iOS 4, AT&T finally allowed internet tethering on the iPhone. Because there is no jailbreak for the iPhone 4 yet, we cannot use apps like MyWi to tether your iPhone or even turn it into a wireless hotspot.

So far, if you want to tether your iPhone 4, you're gonna have to play fair and deal with AT&T. Tethering on your iPhone 4 will come at a hefty price of $20/month plus $25/month for the 2 GB DataPro plan by AT&T. That's a complete rip off but that's the only solution to date.

If you're not turned off yet, here is what you have to do to set up internet

tethering on your iPhone 4:

Step 1: Go to Settings > General > Network > Set up internet tethering.

Step 2: A message will show up telling you that you have to call or visit AT&T's website to enable tethering. Either call them or go to your account online to activate the option.

Step 3: Reboot your iPhone.

Step 4: Plug your iPhone in your computer.

Step 5: Go to Settings > General > Network > Internet Tethering > On. Now either choose to tether via USB or Bluetooth.

Step 6: Choose "iPhone" from the list of available networks on your computer.

Step 7: Enjoy the interweb!

As I said above, AT&T prices for this option are outrageous. If you're on a jailbroken iPhone 3G or 3GS you can always tether your iPhone for free using MyWi.

BTW, Sent this while tethered.  Not terrible.

RIM and AT&T Unveil “The Best BlackBerry Device Ever” -

BlackBerry and AT&T have introduced the BlackBerry Torch, a smartphone that AT&T's President and CEO of Mobility and Consumer Markets Ralph de la Vega calls "the best BlackBerry device ever."

RIM co-CEO Mike Lazaridis describes the device as the first "touch qwerty slider" for BlackBerry, meaning it features both a slide out keyboard and a touch screen. It's also the first smartphone from RIM that uses a webkit browser (which the company got with its acquisition of Torch Mobile).

The device also features a 5 megapixel camera with flash, and is the first BlackBerry to ship with version 6 of the company's operating system. Torch goes on sale August 12th and will cost $199 with a two-year contract.
